Issue Summary

If I go to the Program Room, and then hover the mouse over the new nav left navigation, it pops out, but the items on the left appear through the left nav as though it is transparent.

Steps to Reproduce

1. In JA New Nav, Select a Program and PI
2. Drag and drop one of the widgets from the right to the left side e.g. Team load
3. Collapse the left menu 
4. Hover the mouse over the left menu

I created this quick video demonstrating the issue.

Expected Results

The left menu is displayed correctly and overlaps the data behind it e.g. Team load

Actual Results

The left menu is displayed, however, the items appear through the left nav as it is transparent.

Workaround

If the left menu is expanded the issue is not observed.
