Risk ROAM report is not a selectable option when creating a checklist

The Risk ROAM Report does not show up when Searching Step Link to add it to a Checklist (see screenshot)

STR:

1) Log in to Jira Align
2) Click on the checklists clipboard at the top of the page.
3) Click "Create New" to Create a new checklist
4) Fill out the initial details and click Save.
5) Click the List Items tab once it is visible.
6) Click Search Step Link and Type 'risk'

ER:

Risk ROAM report should be found and available as an optional link to click

AR: 

Risk ROAM is never listed as an option
