Issue Summary

The Forecast page displays the total capacity in Team Weeks even though the Estimation System is set to Points

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Navigate to Administration > Settings > Platform > Portfolio Tab and select "Display Week Estimates In" to Team Weeks
2. Navigate to Administration > Settings > Platform > Portfolio Tab > Portfolio Specific Configuration > "Estimation System" set it to T-shirt
3. Select Program and Program Increment and click on Forecast

Expected Results

The total capacity is shown as Team Weeks in the Forecast report

Actual Results

Total capacity is shown as Member Weeks in the Forecast report

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
