In the current design, even with the super admin permission;
At the portfolio level, when viewing the OKR hub, it displays the Portfolio/Program/Team Tier. 
At the program level, when viewing the OKR hub, it presents the Program/Team Tier. 
At the team level, when viewing the OKR hub, it shows the Team Tier. 

The customer, however, would like to see all tiers, regardless of which layer they are visiting within the OKR Hub.
