In Forecast screen when applying any type of Rank Capacity values get zero-ed

Steps to Reproduce

1. In an existing Porfolio with existing Epics under it
2. Setup capacity for the Portfolio and Program using the new Capacity Feature that will be released for Prod in the future but is available only in Test environments.
3. Go to Forecast screen and the Capacity values will show normally
4. When applying any type of Ranking using the Apply backlog rank the Capacity values get zero-ed and the screen need to be refresh for the values to appear again.

Expected Results

Capacity values to appear and not be zero-ed when applying any ranking.

Actual Results

Capacity values get zero-ed when applying any ranking.

Workaround

Refresh the page for the values to appear again.
