Currently it seems like access to this module is all or nothing, and grants you full edit permissions.  The ask is we add the ability to have a read-only level of access.

There is a big concern that users will accidentally override everyone else downstream, and it will be difficult to undo if that happens.  There is no audit log or ability to revert changes (which is another issue entirely), so having everyone with permission to override each other with not a good situation and should be considered a very important feature.
