Issue Summary

With the changes made on 10.126.x, the Orphan stories modal was removed from More Actions present on the Dependency grid, but there was no path included to reach this report through the sidebar menu. The Orphan stories is a modal and not a report.

Steps to Reproduce

1. Go to Program > Select a Program
2. Check the sidebar menu under Report, and see how there is no way to access the Orphan stories report

Expected Results

Add the Orphan stories modal back to More Action in the Dependencies grid

Actual Results

The Orphan Report is not present on the sidebar menu.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
