Currently, it's not possible to have Custom Room access permissions per user/team. Role permissions only determine which Custom Hierarchy the user has access to and they can access all rooms in that hierarchy.

When a user opens a Custom Room where they are not part of the teams that deliver the work, they will see the work item titles but will not be able to access them.

Please add the ability to further control Custom Room membership per user.
