Issue Summary

Creating dependency between programs for epic and capability does not show the "No Work Req:" field.

Steps to Reproduce

1. Create a dependency and select an epic or capability
2. Create dependency between 2 programs

Expected Results

To appears "No Work Req:" combolist 

Actual Results

Instead to have "No Work Req:" combolist appears the  "Action Has been Taken" combolist.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
