Theme Backlog > Portfolio agnostic view of Kanban Process Flow view

      Today, the tool allows you to create Developmental steps for Themes. It does NOT require you to specify this for any specific/particular Portfolio, however:

      When navigating to the Theme Backlog > Kanban view by Process Step, you CANNOT see all Themes in this view.
      You CAN see all Themes in the Kanban > State view, so why are we not able to view Themes via their respective Process Steps?

      I would love to understand why a user MUST select a Portfolio, in order to display Themes in their respective Kanban Process Step view. This idea is closely related to Idea #2076, so if we can add these two together, let me now. (It speaks to being able to see ALL Themes across ALL Portfolios)
