Issue Summary

We are unable to get both the Solution Objectives and Program Objectives to display in the Strategy Pyramid.
When turning on both the Solution Objectives and Program objectives in Objectives in the platform terminology, Program Objectives disappear.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Step 1. Ensure turn on Solution objectives and Program Objective toggles
   
2. Step 2. Go to the Strategy room and check the Pyramid, Program Objective is missing.
   
   When I turn off the Solution Objectives, the Program Objectives reappear.

Expected Results

Both Solution Objectives and Program Objectives are displayed in the Strategy Pyramid, as both toggles are ON.

Actual Results

Program Objective is missing, even the toggle is ON.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
