Issue Summary

Deleting "Send alerts if Jira Align cannot connect to API" email address on Jira Setup Notifications page does not remove email address. Email address remains active even if removed from the UI until replacement email is saved. This is true if "Alert when Jira API connection fails" is set to Yes or No.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Navigate to Settings>Jira Settings>Notifications>Send alerts if Jira Align cannot connect to API"
2. Delete all emails in field.
3. Save

Expected Results

Removing data from field and saving will result in no emails being sent.

Actual Results

Prior email will remain after saving and continue to receive emails on Jira connector error.

Workaround

Adding a "," instead of a valid email address will prevent emails from being sent.
