Issue Summary

This is reproducible on Data Center: (yes)

The Old nav would allow the user to select multiple values to the Top bar configuration and then filter using all the selected values which would allow them to manage cross work best. On the other hand, the new UI offers a different path to achieve the same result, which can cost more time and effort from their end.

Steps to Reproduce

For example: the Program Board

Old Nav:

1. On the Top configuration bar, select multiple values (More than one Program, Solution, Portfolio, or Team) 
2. Navigate to Program Board and notice that the results are filtered by the multiple values selected previously 

New Nav:

1. In the Top configuration bar, under Program, select a value
2. Notice that the Program Board is loaded, not allowing the user to select more Programs
3. When the Program Board loads, click on 'Extra Config' and select more Programs and/or Teams

For all the exposed, we'd like to suggest adding back the ability to see and select multiple values to T1
