Issue Summary

This is reproducible on Data Center: (yes)

When a program lacks assigned objectives, JA displays all other program objectives instead of showing an empty list, therefore causing the results to be incorrect and also differences between the two navies' view

Steps to Reproduce

From old to new nav

1. In the old nav, select a Program with no objectives assigned
2. Access the 'Program Objectives' grid and notice that no results will be brought
3. Switch to the new nav and notice that a list of non-related results is shown

New nav:

1. Select a Program with no objectives assigned
2. Navigate to that Program and then to More Items and Program Objectives
3. notice that a list of non-related results is shown

Expected Results

An empty list is displayed

Actual Results

The presented list of program-level objectives does not align with the chosen program.

Workaround

Selecting a PI too will cause the list to be presented as empty
