Issue Summary

When accessing the Backlog via the Program menu, the filter for "Primary Program" does not persist on it (regardless of the level of Backlog):

While accessing the Backlog via Portfolio results on it working as expected:

Steps to Reproduce

1. Go to Program > Backlog
2. Select Filter > Primary Program
3. Select on Program and click Apply

Expected Results

The program selected in the sidebar menu should not be auto-selected in the primary program filter. Users should be able to choose any program in that filter.

Actual Results

The filter is not applied

Workaround

Access the Backlog via the Portfolio menu, and change the work item to the level desired
