Issue Summary

The Program Tracking Report displays Multi-Team Dependencies that match the PI filter, but will ignore the Program Filter if applied, showing Multi-Team Dependencies that are not associated with the select program in any way, but are related to the selected PI.

Steps to Reproduce

1. Create a Dependency associated with Program B teams
2. Ensure Program B has the same PI as Program A
3. Visit the Program Tracking Report with Program A + the shared PI
4. See that Multi-Team Dependencies are loading from Program B teams anyway

Expected Results

Multi-Team Dependencies respect the Configuration Bar filters

Actual Results

Multi-Team Dependencies display in the Program Tracking report so long as they match the selected PI, ignoring the Program filter.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
