Issue Summary

The enterprise level menu option in the new UI shows up as Strategy for everyone.  If you modify the "Enterprise" option under Navigation Menu in Admin > Platform Terminology, the menu option stays as Strategy.

The old nav matches this setting as expected.

Steps to Reproduce

1. Go to Admin > Platform Terminology and scroll down to Navigation Menu
2. Change the custom setting next to "Enterprise" to something else
3. Click Update Terminology

Expected Results

The menu option at the top for "Strategy" would change to match what was configured in the Enterprise box

Actual Results

Nothing changes.  The field stays as "Strategy".
