      Issue Summary

If you set the operator on a Program Increment filter to "not equals" to and hit apply, it ends up with "whoops" error page.  Once the page has been broken with this filter, you have to go into the old navigation to clear the filters, or you will get the "whoops" page every time you load.

      Steps to Reproduce

      1. With new nav, select a Portfolio
      2. Choose a PI and go to the Epics page
      3. Click "apply filters" and change the operator in the PI filter from "equals" to "not equal" and apply

      Expected Results

      The filter would be applied

      Actual Results

The page comes back with an error and can't be viewed

      Workaround

There is no workaround to actually apply this filter.  The workaround to get the portfolio epics page to work again is to switch back to the old UI and clear the filters.

I tested this on other pages (Program > Features) and it works fine, so it appears to possibly be limited to Portfolio > epics
