Issue Summary

Enable User to Edit Notes in Status Report for an Epic, which does not have permission to Edit EPIC.

Steps to Reproduce

Note: Login to JA, with a User who does not have permission to edit EPIC.

Administration -> Roles -> Portfolio -> Manage -> Epics -> Add(Disable)

1. Go to Reports.
2. Look for the Report, "What is the Status of my Epic Layer?"
3. Click on the EPIC to open it.
4. Click on the "Edit" button at the bottom page for "NOTES". This gives the attached popup.

Expected Results

Users should have some Granular level of permission to be able to Edit Notes, without having permission to edit EPICs.

Actual Results

The customer gets the Popup(attached) which says "You Need More Access To View This Page"

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
