Issue Summary

This issue appears to be identical (or extremely similar) to JIRAALIGN-5163 which is closed out and supposedly fixed in 10.122.3.  However, it is still being reported as happening in a launchpad instance running 10.122.3.

Accessing certain pages from the recent rooms list gives a "cannot load navigation bar" error banner with a "you need permission" error as the main page content.  Accessing the same page through the starred list works fine. 

Steps to Reproduce

1. Click on a Program Board item from the recent rooms list

Expected Results

The page would load with the matching PI filter in the recent room card

Actual Results

The page doesn't load and comes up with permissions and navigation bar errors.

Workaround

Access the page through the navigation menu or starred menu.
