Issue Summary

Team level filtering on the dependency page does not return all of the expected results.  If you filter by a selected team, it only returns the data in the "requested from" column and ignores everything that should appear in the "Depends on" column.

Also, the Dependency page link is completely missing from left sidebar when under the Team level view.

Steps to Reproduce

1. In old nav, select a (Scrum/Kanban) Team in tier 1.
2. On the dependencies grid, verify the list of dependencies on the Your Requests, To Do, All, and Cleanup tabs (make sure multiple dependencies are listed on each tab).
3. Toggle on new nav, select the dependencies grid from the global Items menu.
4. Verify the list of dependencies on the Your Requests, To Do, All, and Cleanup tabs

Expected Results

Filtering results should be the same in old nav and new nav.

Actual Results

The grid only shows items where "Requested From" matches the team in the filter.   Items in the "Depends on" column are ignored by the filter.
