Issue Summary

This is reproducible on Data Center: yes

On the Program Board, the three top-right buttons – card size, expand/collapse, legend – do not appear by default until the board is collapsed (see attached screenshot). The scroll bar itself seems to also be partially hidden by the page title line, so this may be where these buttons are hidden.

Steps to Reproduce

1. If you expand the board, as shown in the screenshot above, the button doesn't appear
2. If you collapse the board, as shown in the screenshot above, the button appears

Expected Results

Be able to see the buttons independently of the board condition (expanded/collapsed)

Actual Results

The buttons appear conditionally if the board is expanded or collapsed.
