Issue Summary

The recent rooms page doesn't seem to reliably update as pages are visited.  It was reported that visiting a page with the default selected PI was not adding an entry to the recent rooms page.

I tried to reproduce this but could not.  However, I was not able to get more than one "recent room" card to show up per page.  I've seen instances of the same page with different levels of PI filters showing up with unique "recent room" cards, but I cannot get that to happen.   For example, if I have a program board page with PI5 selected on my recent rooms, and I open a program board for the same program but select PI5, PI6, then my original recent room disappears and is replaced by PI5/PI6

What is the expected behavior here?

Steps to Reproduce

1. Fill up the recent room list with various pages
2. Visit one of the existing pages and select a different PI filter
3. Go back to the home page and observe the recent rooms list

Expected Results

The page you just visited should appear with the matching PI filters. If you visit the same page with a different PI filter, the room's previous card should be replaced with one with the current PI filters.

Actual Results

The recently viewed page isn't being added to the recent rooms list
