Issue Summary

If you access the "View all strategic snapshots" page, there is way to filter this data for the strategy room.  There is no left hand nav bar, and there is no top bar with extra filters. 

If you click on strategy room, it asks you to select a filter  from the dropdown above, but there is no dropdown above.

Steps to Reproduce

1. In the new navigation, select "View all strategic snapshots" from the Strategy menu
2. Click on "Strategy Room"

Expected Results

The Strategy Room link should be removed from the Strategic Snapshot grid.

Actual Results

The page loads with an error asking you to select a filter from a non-existent dropdown.

Workaround

The Strategy Room should be accessed from the sidebar menu after selecting a snapshot in horizontal navigation.
