Issue Summary

This issue has 2 parts.  

• If you go to the Team level page, there is no left sidebar option for accessing the program board
• If you go to Program page and access the program board, there is no filter option to select the Team level

Steps to Reproduce

Team level page missing Program Board:

1. In the new nav, click on Team and select a team
2. Program Board is not listed

Team level filter missing from Program Board:

1. In the new nav, click on Program and select a program
2. Go to the program board page
3. Click on Extra configs for more filtering options

Expected Results

A team level filter would be listed

Actual Results

There is no filter, which makes it impossible to do team level program board planning in the new UI.

Workaround

None, other than using the old UI
