New Navigation - Missing Global-PI rank for work items

Steps to Reproduce

1. In 10.123, navigate to global backlog via Strategy > [snapshot] > Backlog
   
2. Notice there is no method to select Program Increments:
   • No 'Program Increment' drop-down (as there is with Portfolio, Program and Team rooms)
     
   • No 'Program Increment' option available under Apply Filters
     

Expected Results

Strategy sidebar menu has a PI filter so that the backlog can be ranked by global+PI

Actual Results

New Nav > Global Rank offers no method to select PIs, preventing ability to view Global+PI rank

Workaround

Toggle back to old navigation to rank items.
