Issue Summary

Currently the "products" menu option in the new nav shows up when it shouldn't due to the way the nested role permissions work.  Enabling someone to edit features at the program level also enables the product level permissions.  

The suggestion is to change the visibility of the product menu option to the Portfolio Specific Configuration setting. If the "Manage Products" option under Admin > Platform > Portfolio Specific Configuration has been set to yes and the user has access to that Portfolio, then show the product dropdown in the top nav. Otherwise, hide it.

Also, there may be another related bug to this where if you set the global setting for manage products to "No", the option to enable it under portfolio specific configuration is still enabled.  That doesn't seem to be working as intended.
