Issue Summary

Some users are reporting that they cannot see the star icon at the top of pages to mark them as favorites.

I am not able to reproduce this on my end.  A customer has had this happen in their environment for users of multiple roles, including super admins.

Steps to Reproduce

1. With the new UI enabled, visit any page and look for the star icon

Expected Results

Star icon is available and the page can be favorited

Actual Results

The star icon is missing.
