Issue Summary

This is reproducible on Data Center: (yes)

Users are not able to export features from the 'Features Grid' nor the 'Backlog' when enabling only the 'Export Stories/Task/Features', being necessary to additionally enable the toggle 'Manage Agile' objects which lead to the user having additional permissions within the feature and system work items and reports in general

As per the release note of the feature release, only the 'Export Stories/Task/Features should be necessary

Role setup to export features, stories and tasks

We added a system role toggle for Export Stories/Task/Features to configure the ability to export stories, tasks, and features. By default, this toggle has been switched off. The new toggle can be found under Additional Options > Permissions.

Export Features: With the export option, you can store your features in one document. You can also use this option to email or review the data. The exported file is saved in the Excel format.

Steps to Reproduce

Prerequisites:

A user with access to the Feature Grid (under Administration > Role > Program > Manage > Features)

1. Access Administration > Role and Select a role 
2. Under 'Additional Options' enable the 'Export Stories/Task/Features and click on 'Save'
3. Impersonate the user/ask the user to try to access the Feature Grid > click on 'More Actions' > 'Export Features' > select the Options they need 
   3.1 notice that no download is done and no error is shown to the user
4. Repeat step 1
5. Under 'Additional Options' enable the toggle 'Manage Agile Objects'
6. Repeat step 3
   6.1 Notice that the export of the features occurred as expected 

Expected Results

The user should be able to export features when enabling the toggle Export Stories/Task/Features found under Additional Options > Permissions

Actual Results

The user is not able to export features unless the 'Manage Agile Object' toggle is also enabled

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
