Issue Summary

• Affects the Program Board page which does not currently fit within the browser window
• Affects other Pages when the users browser is zoomed in extensively beyond the minimum requirement

In both scenarios above, the size of the horizontal scroll bar is so small, it is almost impossible to place the mouse pointer on it in order to move it.

Steps to Reproduce

1. With New Navigation enabled
2. Open Program Board
   Or
3. With New Navigation enabled
4. Zoom browser to 200%
5. Open Backlog page

Expected Results

Users can easily click on the horizontal scroll bar with the mouse pointer and navigate the pages

Actual Results

The scroll bar is too tiny to be clicked on with the mouse pointer
