Issue Summary

If you open the Teams window from within the Program page, the "Program Settings" button on the left nav becomes unclickable until you navigate back to the main Program page

Steps to Reproduce

1. In the new navigation, click on Programs and select a program
2. Click on "Teams" in the left navigation panel
3. Click on "Program Settings" in the left navigation panel

Expected Results

The program settings popout would open up

Actual Results

Nothing happens, as if it is just plain text rather than a link

Workaround

Navigating back to the main program page works
