Issue Summary

The work item links toggle is not functioning as expected. When this toggle is disabled for the role, the user is still able to view/access the links tab on the work items.

Steps to Reproduce

1. Go to Administration > Roles > (select a role) > Program > Work item Links
2. Disable the toggle
3. Check the Story or Features with this user (role)
4. Confirm the "Link" tab is visible on all of the work items

Expected Results

When the work item links toggle is disabled system should limit visibility and access to the work item links.

Actual Results

The user can go to a work item and add any work-item link even with the work item toggle is off for the role.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
