Issue Summary

This is reproducible on Data Center: (yes)

When creating a Strategic Snapshot the 'Total fund' field won't allow the user to save a value greater than $2,099,099,099, throwing a red pop-up with the error message "Total Funding must be a whole number between -2,147,483,648 and 2,099,999,999"

Steps to Reproduce

1. Access the 'Strategic Snapshot' page
2. Click to create or edit a Strategic Snapshot
3. In the 'Total Fund' field, input a value greater than 2,099,099,099,
   e.g 3,000,000,00

Expected Results

A value greater than 2,099,099,099 can be saved

Actual Results

throws a red pop-up with the error message "Total Funding must be a whole number between -2,147,483,648 and 2,099,999,999"

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
