Backlog: "type" filter does not include "!=" operator

      Issue Summary

      The filter named "Type", under the Apply Filter button, is present in multiple pages in Jira Align.

      Example:

      • Feature Grid
      • Feature Backlog

      The operator available differs depending of the page, and is not consistent.

      In this instance, the Feature grid includes = and != while the Feature backlog will only include =

      Steps to Reproduce

      1. Go to Program>Feature
      2. Hit Apply Filter
      3.  Select "Type" and notice the operator available: "=" and "!="
      4. Go to  Program>Backlog
      5. Hit Apply filter
      6.  Select "Type" and notice the operator available: "=" only

      Expected Results

      A filter should its have a behavior that is consistent  across all pages

      Actual Results

       The behavior of the filter is inconsistent across pages

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
