Issue Summary
Using a combination of In-page and Top-tier filter makes the in-page filter ignored in the Theme Grid page
Themes:
- Using in-page filter only
expected result= Themes that match the in-page filter should show

- Using top-tier filter only
expected result= Themes that match the top-tier filter should show

- Using Both top tier and in page filter
expected result= Only themes that match both condition should show
actual result= Themes that match the top-tier filter show, and in-page filter is ignored

We could confirm in other pages, using Program Increment as a column, the combination of both filters is allowed to narrow down a search
Example Epics:
- Using Top tier filter only
The page is filtered on the selected top-tier PI

- Using Top-tier filter + in-page filter
The page is filtered using both conditions

Steps to Reproduce
- Go to themes
- Set top-Tier filter to a program and Program Increment
- Observe the list of themes for a given program and Program Increment
- Add an in-page filter, to another PI, to narrow down the list
- Observe the filter is being ignored, and does not exclude Themes that don't match the PI selected in the filter
Expected Results
The in-page filter should work as an additional condition (AND) as it is working on other pages (Epics grid for example)
Actual Results
The in-page filter is ignored in themes when used with an existing Top tier Program Increment filter
Workaround
If a particular PI is required as a filter, use the top-tier filter instead of the in-page filter
OR use the in-page filter only, instead of top tier filter for Program increment
