Issue Summary

The quick add story option from a feature dependency panel defaults to a different program for every dependency.

Steps to Reproduce

1. Create a feature dependency.
2. Open the newly created feature dependency slide-out panel.
3. Click on the "+Add" button next to the assigned stories.
4. The Program field is pre-populated with the name of a Program/Product Line.
5. Repeat steps 1 to 4 a couple of times and observe the default program value pre-populated in the quick add story slide-out panel.

Expected Results

The program field should not have any pre-populated value.

Actual Results

Random unexpected program names are pre-populated in the program dropdown. On a few occasions, the program dropdown field has programs from a different Portfolio other than the one associated with the Dependency's Feature.

Workaround

As a workaround manually update the program dropdown value while creating the story.
