Clicking External Entity in Program Board displays blank page

Steps to Reproduce

1. Create External Entity
   
2. Create External Dependency against External Entity
   
3. Go to Program Board and select appropriate Program and PI in Tier 1 and see External Entity displayed as clickable link:
   
4. Click the External Entity and blank page opens
   

Expected Results

External Entities should be rendered as static text (not hyperlinks) OR should link to 'Manage External Entities' panel.

Actual Results

External Entities are rendered as hyperlinks that open to a blank page.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
