Issue Summary

If you change a Feature or Story Process Steps from any Step to "Select One" (default value) it is not recorded in the audit logs

This is reproducible on Data Center and Cloud: (yes)

Steps to Reproduce

1. Have a Process step configured (Story or Feature)
2. Open the work with process step states.
3. On the process step drop down, change it to "Select one".
4. Click Save.
5. Note that this change is not logged into audit logs

Expected Results

Event should be logged in the audit logs.

Actual Results

No event log about the process step change.

Workaround

Currently there is no known workaround for this behavior.
