Dragging a feature in or out of the Parking Lot within the same quarter does not update audit log

Issue Summary

Dragging a feature in or out of the parking lot within the same quarter does not update the feature audit log in feature backlog view.

The audit log is recorded successfully when moving feature within the same quarter by right clicking on it and then selecting "Move to Parking Lot" or "Move to Backlog".

Steps to Reproduce

1. Go to Jira Align and in the tier 1 filter select a Portfolio and 1 or 2 program increments
2. Navigate to Feature Backlog view
3. Expand all the collapsed feature backlogs
4. Try dragging a feature from the Backlog to the Parking Lot within the same quarter
5. Check the Feature audit log to see this change is not recorded
6. Drag the feature back to the backlog within the same quarter and see that the change is not recorded in the audit log
   (Note: Only the changes made to the rank, if any, when moving feature in/out of the parking lot within the same quarter are recorded in the audit log

Expected Results

Dragging a feature in/out of a parking lot within the same quarter should be recorded in the audit log. Dragging a feature to the parking lot and using "Move to Parking Lot" should have the same behavior.

Actual Results

Dragging a feature in or out of the parking lot within the same quarter does not update the feature audit log in feature backlog view.

Workaround

The audit log is recorded successfully when moving feature within the same quarter by right clicking on it and then selecting "Move to Parking Lot" or "Move to Backlog".
