Issue Summary

This is reproducible (yes)

The Mass Move option at Capability Level is not working. We received a message saying the changes were saved, but no change is happening in the Capability.
(Mass Moving other itens like features, stories, etc are working as expected)

Steps to Reproduce

1. In Capabilities, Go to More Actions >> Mass Move
2. Select any capability and select a different PI
3. Click on Save Changes
4. You'll see a message saying the Changes were Saved, but no change is actually made in the Capability.
   

Expected Results

The Capability should move to a different PI

Actual Results

No changes in the Capability, although the successful message is appearing.

Workaround

Use Import/Export Tool instead
