Issue Summary

Objectives: Cannot create Objective from general Create, Milestone Grid and other places when Team Objectives Add/Save toggle is turned off

Steps to Reproduce

Preconditions:

• Portfolio/Solution/Program/Team hierarchy is created.
• User 1 has Super Admin role (or any other)
• All toggles for Portfolio/Solution/Program are turned on
• Add/Save toggle is turned off for Team Objectives (View toggle for Team Objectives are turned on)

Steps to Reproduce:

1. Log in as User 1
2. Click [Create] blue button in the right upper corner. Search if there is Objective
3. Go to Milestone Grid and look if there is a button "Add Objective" in tier 2
4. Go to Program Room and try to Add Objective in Objectives section

Expected Results

The user can create Objectives (Portfolio/ Solution/Program tiers, but not Team tier)

Actual Results

Cannot create Objective from all places

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
