Issue Summary

When we disable add option for any work item(Story, Feature, Epics....) the Save & Close option disappears. 

Steps to Reproduce

1. Navigate to Administration -> Roles -> Select the role from the dropdown. 
2. Disable add option for any work item.
3. Navigate to the work item grid and select any record to open the slide-out panel.

Expected Results

The Save & Add button is displayed in the work item panel.

Actual Results

The Save & Add button disappears. The user has to click on Save and then X to close the window. When people are editing a large number of work items forcing them through two verses one-click operation is painful.
