These two permissions are not immediately apparent what they do:

Additional Options > Permissions > Feedback Administrator
Additional Options > Permissions > Create / Edit Feedback Groups

We have determined that:
Additional Options > Permissions > Feedback Administrator
enables the dropdown box called "Select Group" in the "Setup" fly-out panel in Ideation.

And
Additional Options > Permissions > Create / Edit Feedback Groups
makes visible the Idea Group's "Intake Form" for editing.
