Issue Summary
On Administration > Jira Settings page, Jira Issue Type IDs can possibly be configured in the Jira Setup (Issue Type) and Custom Issue Types tab

It is currently possible to set the same Jira Issue Type ID multiple times in these independent sections as well as across both sections.

Steps to Reproduce
Scenario 1:

• Retrieve Story issue type ID from Jira e.g 10001
• On Jira Setup tab, Issue Type section, configure "Story issue type" as the value retrieved. e.g 10001
• In same section configure "Task issue type" as the same value. i.e 10001
• Save

Scenario 2:

• Retrieve Task issue type ID from Jira e.g 10004
• On Jira Setup tab, Issue Type section, configure "Task issue type" as the value retrieved. e.g 10004
• Save
• On Custom Issue Type tab, configure a custom Story Type with same issue type id. i.e 10004
• Save

Expected Results
On attempt to Save, a validation should be done to ensure no issue type id is repeated for different issue types, across both tabs.

Actual Results
Save is allowed
