Issue Summary

This is reproducible on Data Center: (no) 

Too many email alerts are being generated/sent for the user selected in the 'Notify' field (under risks details). Each email has exactly 15 minutes time diff between them. 

Steps to Reproduce

Prerequisites: Email enabled as per this article
On-prem instance running 10.113.2 version of JA

1. Create a risk and select a Target Resolution Date 
2. Select a user in the field 'Notify'

Expected Results

The user is notified when a Target Resolution Date is not met

Actual Results

The user is receiving email notifications every 15 minutes

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
