Release Burndown Report: Scope line fails to appear (API timeout)

      Issue Summary

      This is reproducible on Data Center: (yes)

      In the Release Burn down report aka Program Increment Progress or Program increment burn down, specifically with the Burn Up charts, when the program + plus PI has a large amount of data/work items (over a thousand Stories and over 500 features average) the scope line fails to appear due to the API cannot retrieve/process the amount of data within Features and Stories

      Steps to Reproduce

      Prerequisites:

      Program
      PI
      A large number of Stories (over a thousand)
      A large number of Features (over 500)

      1. Access the Release Burndown Report
      2. Notice that the scope line fails to appear even when trying to force it by clicking on the 'Scope' option at the bottom of the chart  

      Expected Results

      The scope line is shown in both Burnup charts

      Actual Results

      The "Scope line loading failed" message is displayed

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
