Issue Summary

The expand arrow next to an portfolio objective does not appear.
 

This is reproducible on Data Center: (yes)  

Steps to Reproduce

Condition
The solution layer is not enabled. Solution objective toggle in Solution layer is disabled.

1. Step 1. Go to objective tree and filter with portfolio level (T1 or page filter)
2. Step 2. Check the portfolio objective, the user cannot find expand arrow next of the objective name. however, when the user checks the parent objective, the program (child) objective appears under the Portfolio Objective in the List view.
   

Additional Test
Same steps are followed in the same condition, the user can see expand arrow next of the program objective, and can expand the Team objectives

Expected Results

The expand arrow next of the objective should appear, It should show the nesting of child objectives under the portfolio objectives, based on document Objective Tree

Actual Results

The user cannot see the nesting of Program objectives in the Objective tree now.

Workaround

go to Admin - role - Solution : enable Solution Objecitves toggle, and the user will see the nesting of child objectives in the Objective tree now.
