Story retains former parent PI after being removed from feature

      Issue Summary

      When a story is added to a feature that is associated with a Program Increment, it inherits that PI.  When that story is removed from the parent feature, the former parent's PI remains associated with the story rather than going back to blank.

      I'm not sure if this is a bug or working as designed, but it has been reported by customers as unexpected behavior.

      Steps to Reproduce

      1. Create a story with no PI association
      2. Associate the story with a feature that is assigned to an active PI
      3. Observe that the story has also been assigned to the above feature's PI
      4. Remove the story from the feature

      Expected Results

      Inherited PI should be removed from the Story. Story should be set to unassigned or a previously assigned PI

      Actual Results

      Story remains assigned to the inherited PI

      Workaround

      Once the story has no parent feature, the PI box becomes editable again and can be changed to whatever is needed.  However, if a large number of stories were involved this would be a lot of work.
