Issue Summary

When deleting a Portfolio the Team Program mapping looses reference
This mapping is then used to identify the list of programs and teams that a user can see on the tier 1 filter.

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create two portfolios - Port A and Port B.
2. Create several programs under Port A. Prog 1 Prog 2
3. Delete Port A.
4. Update Prog 1 and Prog 2's Portfolio to Port B.
5. Add a new member in Port B.
6. Check the Tier 1 filter, that user will not see Prog 1 and Prog 2 in the hierarchy.

Expected Results

Portfolio members should be able to see all the program under the portfolio.

Actual Results

Users added to the Portfolio will not be able to see Programs moved from the deleted Portfolio

Workaround

Run a script to fix in DB level. A runbook is being developed to be ran by Jira Align Support Team
