Create new table for Cost Center hourly rate

Create a new tables for cost center hourly rate and cost center hourly rate history.

Problem: The new cost center tables released in 10.114.0 does not hold the hourly rates associated with cost centers (See screenshot). In Jira Align cost centers are assigned to users and used to calculate financial spend. Ei customers want to be able to create financial reports using the cost center hourly rate assigned to a user. Additionally, customers may update cost center rates periodically due to rate increases. They will want past financial calculations to reflect the hourly rate to a specific date and new calculations to reflect the new hourly rate. To do this, customers need access to cost center hourly rates history.
